Call to Order 

The meeting was held at the Marriott Hotel in Tarrytown, New York during the Regional fall conference of the NER.  All members in attendance signed in and the meeting was called to order by Mary Sugrue at 9:00 AM. 

Minutes of the last meeting held during national conference in June of 2007 were reviewed.

Treasurer’s Report

The Treasurer’s report was given by Mary Jo Nethaway.Fundraising was extremely successful this year .  Maureen Dailey of Metro New York was able to acquire substantial funding for the fall conference held in Tarrytown , New York

These reports can be found on the website in there entirety.  There was also group discussion on the education of physicians regarding  proper documentation of wound care. The discussion included  importance of correct documentation of pressure ulcers  its importance to quality care and reimbursement. 

Youth Rally

No representative present at this meeting

Bylaws

Changes in the bylaws are planned to be made during the President’s meeting.  Changes to the NER bylaws will be made after these changes have been accomplished.

WOCNEP

The preceptor list will be revised quarterly for updates and provided to WOCNEPS.  Changes in status should be emailed to Mary Jo Conley. There was discussion from some members they have difficulty in obtaining permission for contracts with the schools at there institutions.   There have also been instances of preceptors after submitting and obtaining all the requirements have had students not attend with them for their experience.  Discussion of having a standard contract through national was discussed but such contract would still depend on the individual student and school’s circumstances.

Committee Reports

Conference Report / Planning

Maureen Dailey from Metro New York’s Affiliate was very successful obtaining grants for the current conference and was recognized by  the members for this outstanding accomplishment. It was discussed that obtaining educational grants was difficult.   The general feeling is that it would be better to have a professional conference planning group to manage conference planning in the future.  Mary Sugrue  brought information on a conference planning group called Custom Association Management in Design.  They provide full service for conference planning.

The next NER fall conference will be held by North Central Pennsylvania Affiliate.  Joyce McDonough addressed the group regarding plans for conference.  It will be held from October 17 – 19, 2008 at the Scranton Hilton Plaza. Joyce informed the group there will be many activities available for everyone’s enjoyment and they look forward to hosting the conference.  

Membership Report

Doris Gensheimer was unable to attend but provided the membership report for the meeting.  There continues to be difficulty in obtaining a membership list which has been a longstanding problem.  Mary Sugrue stated there are lists of the nine affiliates and regional lists that should include all members. 

Nominations

Congratulation to Cheryl Bealer  elected as the  new president of NER  and Diane Paskey the new vice president to begin their terms in January of 2008.

593 ballots were sent with 153 returned (28%) with a final vote of 81 to 78.

Website

Report from Linda Lochbaum. 

The website continues to grow with 241,876 hits made this year. There were 228,000 hits made in 2006.  Electronic voting is working.  The host server was not changed in August  as previously discussed and no extra fees were acquired.  There has been no advertisements placed but space is available at a cost of $250.00 for 3 months.  Al Murray has been assisting with the sight and Linda mentions “He has been excellent to work with.” 

Marketing

Grants were obtained for conference .  A complete list of those contributions is available through Mary Jo Nethaway .

Teleconference

Discussion of the use of teleconference for meetings was evaluated by the group.  It was noted that overall it has proven effective and was voted to continue. Some of the issues discussed is that in future meetings there should be a moderator to make clear who is speaking.  Time limits on those speaking will also be enforced.  The next meeting will be planned for January of 2008 to discuss the budget.

National News

Problems accessing the membership list are to be brought to National.

The plans for possible certification of LPN’s and RN’s for wound care by the CWOCNB continues to be discussed more will follow in future.

Preceptorship will encourage integrity through the schools regarding set up with and contracts between preceptors and students. 

Presentation from Helms Briscoe

A company representative delivered a presentation of the company.

Helms Briscoe is a company that assists with site selection and conference planning. The buying power of a large company is sometimes a better value  A description of the process was given.  They are paid by commission through the hotel at the end of the conference.  They troubleshoot for problems during the conference.  They have an in site on line for questions and answers.

Resource One is a subsidiary group that can be used to manage part or whole of the conference including registration.  They are fee based and will quote a price according to your needs.

A task force has been formed by the group for evaluation and use of conference planning companies.  The members of the group include :

 Call to Order:

            Mary Sugrue called the board meeting to order at 11am. All members were introduced.  A welcome was extended to Therese Haus and Julia Warner.

 

Minutes of Fall Conference 2005 Board Meeting:

            Motion to accept minutes by Tracey Siegel, seconded by Deb Patterson- minutes approved.

2005 conference was the first to make a profit in a few years.  Therefore the profit sharing with the affiliates was larger than usual.  Mary Sugrue asked about the profit sharing.  In reviewing the bylaws there was no mention of this process. Deb Patterson and Tracey Siegel noted that this was traditional (the affiliates receive Ľ of the profits divided equally or $4, 664.73 divided by the 9 affiliates).  Mary noted that since were ran at a budget deficit is profit sharing still feasible.  Motion made by Tracey Siegel to table this discussion until the budget for 2006 is voted upon.  This was seconded by L. Lochbaum and tabled until the end of the meeting.

Linda Rahuba clarified the tax identification number of the WOCN.

NJ: Karen Long excused- no report

NY: Jane Ellen Barr is no longer the NY representative.  Jody Scardillo has accepted the position. 

Jody reported the following:

There are over 100 bills pertaining in some respect to health care in the NY legislature.  Included are:

AO1899-requires insurers to cover screening for colorectal cancer as approved by American College of Gastroentology or American Cancer Society.

S00054- requires hospitals and nursing homes to disclose nursing quality indicators (falls, nosocomial infections and pressure ulcers)- this is supported by the NY State Nurses Association.

AO7768- Provides for establishment of nurse patient ratios-proposed ratios are 5:1 medical surgical units, 1:4 in ED, 1:2 in Critical Care- NY State Nurses Association supports this bill. Included also is legislation which would allow pharmacists to order lab tests, change drug regimens and administer immunizations-this is opposed by NYSNA.

A8160-This would require RNs to obtain BSN within 10 years of initial licensure.

Youth Rally Report:

Deb Patterson reported that the rally will be held in San Diego July 8-12,2006.  The youth rally committee is looking for nurses and campers.  The mission is to provide a non threatening environment to adolescent with bowel and bladder dysfunctions.  Information about the rally is on rally4youth.org and Linda Aukett  can be emailed at LAukettRally@snip. Mary Sugrue received letters and information about campers and this was shared with the board.  Cheryl Bealer and Kelly Klucsaritis asked to do a poster to be displayed at the National Convention. 

 

Bylaws:

Mary discussed the affiliate profit sharing from convention.  Since this practice is not outlined in the bylaws, perhaps it should be eliminated or added to the bylaws if we want it to continue.  Members expressed the following concerns:

bulletAre affiliates depending upon this money for their treasury?
bulletIf the practice is continued, it should be noted in the bylaws and this would necessitate a membership vote
bulletWill conventions remain profitable in the future with rising costs?
bulletIf there is no affiliate sharing, what would motive an affiliate to plan the conference?

After much discussion about the profit sharing a motion was made (by Tracey Siegel and seconded by L. Lochbaum) to table this discussion until the Fall Board Meeting.  Members were asked to discuss this with the affiliate members and the board should be prepared to discuss this again in the fall. 

 

WOCNEP

Mary Jo Conley was not in attendance.  Mary Sugure reported that preceptors are still a problem and few members had signed the preceptor list Mary Jo was compiling. 

 

Conference Planning: Plans are going well for the 2006 Northeast Region Conference in Pittsburg PA. November 3-5.  “Paving the Pathway to Positive Outcomes” is this year’s theme.

 

Membership Report: Doris Gensheimer reported the following:

A total of 57 new member packets were sent out.  Lists of new members from La Salle, Wicks, Emory, and University of Texas were shared with affiliate trustees.  No information from Medical College of South Carolina or Bryant program. 

 

Nominations: Patty Shaw reported that her affiliate is doing nominations again and so far have received no nominations for the positions of Secretary and Treasurer.  Asked all trustees to go back to membership and solicit names for these two positions. 

 

Website: Linda Lochbaum reported that the number of hits on the website has gone up drastically. The 2005 total was 204,808 and already for 2006 there has been 71,900 hits.  Linda made a motion which was seconded by Cheryl Bealer the board officially recognize the webmaster Alfred Murray for his assistance and professionalism.  The board unanimously agreed. “Thank You Alfred, we couldn’t have done it without your help!”  A new section “What’s New” was added and there was also a great deal of interest in the calendar and the individual affiliate reports.  Kelly Klucsaritis asked that perhaps links to CEUs and state nurse organizations could be added.  The board agreed that this was an excellent suggestion.  Mary Sugrue added that the website should be the area we all use for information so please be timely and accurate in postings. 

 

Marketing: Maureen Dailey reported the following:

Marketing/PR PSQH article external/internal key decision makers/drivers:  ANA's NDNQI and Magnet Programs, manufacturers, providers, regulators and media

Mary Sugrue presented on value of WOC nurses to the New Jersey Hospital Association (NJHA) in February.  NJHA Quality Institute has a Pressure Ulcer Collaborative (http://www.njha.com/qualityinstitute/ulcer.aspx).  Learning Collaboratives (see the Institute for Healthcare Improvement at www.ihi.org for more information on learning collaboratives as an effective strategy to improve patient safety and care outcomes.


 

Wound cost data mining/research proposal as a marketing tool:  Ph.D. prepared leader consulted (bioresearcher and expert in data mining and population-based program evaluation).  He assisted NERWOCN (complementary) with discussions with potential government (Center for Medicare and Medicaid (CMS)  Research Data Assistance Center [ResDAC]) and industry (manufacturer) resources/spsonsors regarding wound cost data mining/analysis.  NERWOCN ascertained that CMS has commissioned pressure ulcer cost research and industry supported research is in process (via global actuarial firm).  The NERWOCN research project on hold pending results from the CMS and industry research completion and reports.   CMS quoted NERWOCN researcher's (Sharon Aronovich  Ph.D. RN CWOCN's) chronic wound statistics research (pressure ulcers) in the CMS's Medicare Coverage Advisory Committee (MCAC) meeting, held March 29. 2005 (http://www.o-wm.com/owm/displayArticle.cfm?articleID=article4085).  NERWOCN salutes our members: Sharon, our 2000 Nurse of Distinction awardee, and Elizabeth Ayello Ph.D. RN CWOCN's who represented WOC nurses as a CMS invited expert.  NERWOCN looks forward to updated, improved wound cost data made possible with CMS's data base funded via the Medicare Modernization Act (cost of research will  be reduced by 50% and much more efficient when the data base is completed).  MCAC's suggestion:  create a large comparative databases on chronic wound healing to
produce the needed data to pinpoint effective treatment combinations, and advised the agency to encourage the National Institutes of Health (NIH) to increase funding of chronic wound care.  NERWOCN is apparently on the cutting edge of identifying issues!

 

Advanced Practice Regulatory/Licensing/Certification Issues:
Maureen Dailey sent all the board members information about this NCSBN "Draft APRN Vision Statement" in preparation to the meeting, updated the Board about the ANCC's AP CNS exam qualification extension and available exams update and related a conversation with Kathy Wright, WOCNCB pres. (a practicing CNS in Delaware) while discussing Metro NY concerns regarding advanced practice issues.  Kathy is very responsive to member questions/feedback about WOCN basic and advanced certification, knowledgeable about AP issues and represents WOCNCB in multiple forums.  Maureen will draft a response letter from the NERWOCN Board to the NCSBN for review and submission by the 3/30 deadline for comments.

 

Lynn DeMartyn (NERWOCN PA Marketing Rep) shared her internal marketing strategy.  Lynn generously obtained permission for her facility's newsletter with WOC Nurse Department value posted on the NERWOCN website to serve as a template for members.

FU with National Marketing/Communications Committee on behalf of NER: Requested updated WOCN Marketing Plan info. (in process) to promote region/WOCN collaboration/communication R/T regional feedback/requests at June Pres. mtg.

 

WOC Nurses Day is April 17 as per Margaret Goldberg WOCN President- The website posting is pending.

 

WOC Nurse of Distinction: Linda Rahuba reported that she has received no nominations as yet- closing date is 9/23/06.

 

Affiliate Reports

North Central PA: Joyce McDonough President/Trustee reported the following:

The balance in treasury is $636.00.

One meeting so far in 2006- The presentation was about the Zassi Bowel Management System 

Membership concerns-lagging membership-Joyce is sending out a letter to all members asking for input to improve the affiliate.

Educational Events: April 25th meeting and educational session about E-Stim

May 12th session sponsored by Ross Labs with speaker Dr. Herman.

 

Western PA: Most of the affiliate energy is dedicated to the planning of 2006 Fall Conference.  The affiliate meets five times a year with one meeting dedicated to competencies.  Many members are active in UOA and youth rally.  There are 60 active members.

 

Greater Lehigh Valley:  Kelly Klucsaritis reported the following:

Meetings are held 6 times a year, current balance in treasury Checking-$166.01 and Savings $2,215.46.  The affiliate has 45 members but not all are active.  On 1/19/06 the affiliate had an educational session sponsored by Coloplast about Pediatric Ostomies.  The affiliate updated their bylaws to reflect language used by National organization.  The affiliate has numerous educational sessions planned for 2006.  Member Leslie Washuta had an article published in “The Phoenix” the new magazine from the UOAA.  Upcoming educational sessions: 5/18/06 Healthpoint-The Biology of the Chronic Wound

7/18/06: KCI - Charcot Foot; 12/5/06 Holiday Party and educational presentation from Plastic Surgeon.

Metro NY: Barbara Bedell reported the following:

Amount in treasury is $853.31 in checking and $3,687.31 in savings.  Plans are well underway for conference in 2007; the dates are October 11 to 14.    The site is the Marriot in Westchester NY.  Therese Haus and Maureen Dailey are conference co-chairs.  Next educational meeting is in April.

 

DVET: Katharine Lowe reported the following:

Board Members: President Michelle Quigle, Vice President: Susan Bell, Treasurer: Mary Ellen Crane, Secretary: Joanne Shoaf and Kristin Linkewicz

Treasury balance is $ 9,142.96 and there are approximately 100 members of the affiliate.  Many of the members are planning to participate in the Philadelphia Ostomy Association Regional Conference on April 21st and assist with a Stoma clinic. Affiliate meetings were changed this year due to decreasing attendance- instead of monthly meetings will be bimonthly.  Dates of upcoming meetings: 4/15/06 at the Philadelphia VNA, 6/8/06 at PA Hospital, 9/12/06 in New Jersey, 10/11 06 and 12/7/06 at Runnells Hospital.   

 

Garden State: Mary Sugrue reported for Diane Louis.  The affiliate has 4 meetings per year usually attended by 15 to 20 members.  Membership has been down this past year and this is a concern.  The goal this year is to catalog pictures of fistulas, vascular wounds and pressure ulcers for members to share for presentations.  The affiliate raised over $850.00 for Fund Raising last year. 

 

Capital District: Patty Shaw reported the following:

Amount in treasury: $13,147.30

The affiliate meets six to eight times each year and there are usually 12 to 15 members in attendance.  A variety of educational programs are planned for this year.  The goal is to sponsor a child for youth rally- if no child needing sponsorship a monetary donation is planned.  A yearly competency day is planned and CEU’s are usually awarded.  Some topics planned for this year include: Anodyne, Professional Growth, Nutrition and Problem Sharing Time.  The affiliate is concerned about the best way to send out the NER ballots this year.

 

Central NY:    Deb Patterson reported the following:

President/Trustee: Christa Heinsler, Treasurer: Sue Green, Secretary: Sally-Ann Whelan We met on March 3, 2006 at Lifetime Care Offices in Rochester, NY with 8 members in attendance. At this meeting, we voted to change our meeting schedule to meet 5 times per year - Sept, Nov, January, March, May.  Dates were set up for 2006-2007 - see the NER WOCN .org Calendar for dates. 

We have $5,039 in the checking account. Money is raised through donations at the meetings.  Money is used to pay for speakers at the meetings and donations.  This year we are donating $1000 to the Youth Rally which is near and dear to the Central/Western NY group. 

 

National News

The National Council of State Boards of Nursing has redefined Advanced Practice Nurse to mean Nurse Practitioner or Nurse Anesthetists.  Clinical Nurse Specialists have been eliminated from the definition.  This is controversial and nursing organizations are asking membership to send letters either pro or con to the NCSBN.  Maureen Dailey will be sending all the board members information about this controversy. 

National Conference is June 24th to 28th in Minneapolis MN. 

 

Old Business: Mary Sugrue and Linda Rahuba shared prices for banner.  Motion made by Mary and seconded by Linda to purchase a banner costing approximately $125.00; motion accepted. 

 

New Business:

Motion made to increase the miscellaneous line to $750.00 and decrease the Marketing line to $600.00.  Motion made by Mary Sugrue to accept the 2006 budget with these changes, seconded by Tracey Siegel.  Budget passed unanimously

Linda Lochbaum mentioned that she was reviewing the data from the Novation Prevalance and Incidence Study and the study didn’t reflect which hospitals had WOC nurses in charge of wound and skin protocols. Board members discussed these problems. Maureen Dailey noted that Linda's point was important and stated she would be contacting National Database of Nursing Quality Indicators (NDNQI) to see if similar data about WOC nurse staffing is available from NDNQI.  Capturing improved pressure ulcer prevention outcomes related to WOC nurse staffing (in the role) is key follow-up data to the Bolton-led study.  That article won the JWOCN manuscript award last year (spread of evidence-base practice improves outcomes as a proxy for WOC nurse value).  Culling WOC data from all 3 sources (KCI, Hill-Rom and NDNQI) would yield the most comprehensive data.
March 24th 2007 was selected for the next Spring Board Meeting.

Day long CEU Program

Rosemary Kates reported that CE program will take place at Virtua in Voorhees on April 9th starting at 8am. This free CE program is being opened to our members. Corporate sponsors have made this possible. The flier will be sent out this week. The conference will be followed by lunch and our April meeting.

Michelle announced the results of the survey – Unanimous response to provide officers with funds to attend conferences

Officers- $1500 to be budgeted per year for 5 officers. Officer may use $300 per year per term .If money not used during the first year, officer may carry $4300 to 2nd year of term.

Discussion on whether we continue to support WOCN programs with a donation has been done in the past. Linda Lankenau suggested that we might want to consider supporting individual students who would be working in the Phila area.

 

 

 

 

Rosemary Kates to send a letter to directors of LaSalle and Harrisburg program to see if they have any candidates they would like to suggest that we donate money to help defray the costs of the WOCN education.

Product presenatation by Jeffrey T. Glattly, Director of Medical Sales, Noble Biomaterials, on the Silver Seal,  product line that is manufactured by this company. This product is used in multiple medical products and by consumers in both the Armed Forces and sporting gear.

Thanks to Jeffrey T Glattley, EHOB, for providing lunch and his most interesting presentation. 

Lynn DeMartyn presented the educational program.   “Challenges Related To Pediatric Ostomy Patient.”

A brief Business Meeting was called to order by Lynn DeMartyn.
