2005 conference was the first to make a profit in a few
years. Therefore the profit sharing with the affiliates was larger than
usual. Mary Sugrue asked about the profit sharing. In reviewing the bylaws
there was no mention of this process. Deb Patterson and Tracey Siegel noted
that this was traditional (the affiliates receive Ľ of the profits divided
equally or $4, 664.73 divided by the 9 affiliates). Mary noted that since
were ran at a budget deficit is profit sharing still feasible. Motion made
by Tracey Siegel to table this discussion until the budget for 2006 is voted
upon. This was seconded by L. Lochbaum and tabled until the end of the
meeting.
Linda Rahuba clarified the tax identification number of
the WOCN.

pertaining in some respect to health care in the NY legislature. Included

AO1899-requires insurers
to cover screening for colorectal cancer as approved by American College of
Gastroentology or American Cancer Society.
S00054- requires
hospitals and nursing homes to disclose nursing quality indicators (falls,
nosocomial infections and pressure ulcers)- this is supported by the NY
State Nurses Association.
AO7768- Provides for
establishment of nurse patient ratios-proposed ratios are 5:1 medical
surgical units, 1:4 in ED, 1:2 in Critical Care- NY State Nurses Association
supports this bill. Included also is legislation which would allow
pharmacists to order lab tests, change drug regimens and administer
immunizations-this is opposed by NYSNA.

Youth Rally Report:
Deb Patterson reported that the rally will be held in
San Diego July 8-12,2006. The youth rally committee is looking for nurses
and campers. The mission is to provide a non threatening environment to
adolescent with bowel and bladder dysfunctions. Information about the rally
is on rally4youth.org and Linda Aukett can be emailed at LAukettRally@snip.
Mary Sugrue received letters and information about campers and this was
shared with the board. Cheryl Bealer and Kelly Klucsaritis asked to do a
poster to be displayed at the National Convention.
Bylaws:
Mary discussed the affiliate profit sharing from
convention. Since this practice is not outlined in the bylaws, perhaps it
should be eliminated or added to the bylaws if we want it to continue.
Members expressed the following concerns:
After much discussion about the profit sharing a motion
was made (by Tracey Siegel and seconded by L. Lochbaum) to table this
discussion until the Fall Board Meeting. Members were asked to discuss this
with the affiliate members and the board should be prepared to discuss this
again in the fall.
WOCNEP
Mary Jo Conley was not in attendance. Mary Sugure
reported that preceptors are still a problem and few members had signed the
preceptor list Mary Jo was compiling.
Conference Planning: Plans are going well
for the 2006 Northeast Region Conference in Pittsburg PA. November 3-5.
“Paving the Pathway to Positive Outcomes” is this year’s theme.
Membership Report: Doris
Gensheimer reported the following:
A total of 57 new member packets were sent out. Lists
of new members from La Salle, Wicks, Emory, and University of Texas were
shared with affiliate trustees. No information from Medical College of
South Carolina or Bryant program.
Nominations: Patty Shaw reported that her
affiliate is doing nominations again and so far have received no nominations
for the positions of Secretary and Treasurer. Asked all trustees to go back
to membership and solicit names for these two positions.
Website: Linda Lochbaum reported that the
number of hits on the website has gone up drastically. The 2005 total was
204,808 and already for 2006 there has been 71,900 hits. Linda made a
motion which was seconded by Cheryl Bealer the board officially recognize
the webmaster Alfred Murray for his assistance and professionalism. The
board unanimously agreed. “Thank You Alfred, we couldn’t have done it
without your help!” A new section “What’s New” was added and there was also
a great deal of interest in the calendar and the individual affiliate
reports. Kelly Klucsaritis asked that perhaps links to CEUs and state nurse
organizations could be added. The board agreed that this was an excellent
suggestion. Mary Sugrue added that the website should be the area we all
use for information so please be timely and accurate in postings.

Mary Sugrue presented on value of WOC nurses to the New Jersey Hospital
Association (NJHA) in February. NJHA Quality Institute has a Pressure Ulcer
Collaborative (http://www.njha.com/qualityinstitute/ulcer.aspx). Learning
Collaboratives (see the Institute for Healthcare Improvement at www.ihi.org
for more information on learning collaboratives as an effective strategy to
improve patient safety and care outcomes.
Wound cost data
mining/research proposal as a marketing tool: Ph.D. prepared leader
consulted (bioresearcher and expert in data mining and population-based
program evaluation). He assisted NERWOCN (complementary) with discussions
with potential government (Center for Medicare and Medicaid (CMS) Research
Data Assistance Center [ResDAC]) and industry (manufacturer) resources/spsonsors
regarding wound cost data mining/analysis. NERWOCN ascertained that CMS has
commissioned pressure ulcer cost research and industry supported research is
in process (via global actuarial firm). The NERWOCN research project on
hold pending results from the CMS and industry research completion and
reports. CMS quoted NERWOCN researcher's (Sharon Aronovich Ph.D. RN
CWOCN's) chronic wound statistics research (pressure ulcers) in the CMS's
Medicare Coverage Advisory Committee (MCAC) meeting, held March 29. 2005
(http://www.o-wm.com/owm/displayArticle.cfm?articleID=article4085). NERWOCN
salutes our members: Sharon, our 2000 Nurse of Distinction awardee, and
Elizabeth Ayello Ph.D. RN CWOCN's who represented WOC nurses as a CMS
invited expert. NERWOCN looks forward to updated, improved wound cost data
made possible with CMS's data base funded via the Medicare Modernization Act
(cost of research will be reduced by 50% and much more efficient when the
data base is completed). MCAC's suggestion: create a large comparative
databases on chronic wound healing to
produce the needed data to pinpoint effective treatment combinations, and
advised the agency to encourage the National Institutes of Health (NIH) to
increase funding of chronic wound care. NERWOCN is apparently on the
cutting edge of identifying issues!
Advanced Practice
Regulatory/Licensing/Certification Issues:
Maureen Dailey sent all the board members information about this NCSBN
"Draft APRN Vision Statement" in preparation to the meeting, updated the
Board about the ANCC's AP CNS exam qualification extension and available
exams update and related a conversation with Kathy Wright, WOCNCB pres. (a
practicing CNS in Delaware) while discussing Metro NY concerns regarding
advanced practice issues. Kathy is very responsive to member
questions/feedback about WOCN basic and advanced certification,
knowledgeable about AP issues and represents WOCNCB in multiple forums.
Maureen will draft a response letter from the NERWOCN Board to the NCSBN for
review and submission by the 3/30 deadline for comments.
Lynn DeMartyn (NERWOCN
PA Marketing Rep) shared her internal marketing strategy. Lynn generously
obtained permission for her facility's newsletter with WOC Nurse Department
value posted on the NERWOCN website to serve as a template for members.

members are active in UOA and youth rally. There are 60 active members.
Greater Lehigh Valley: Kelly Klucsaritis
reported the following:

Meetings are held 6 times a year, current balance in

updated their bylaws to reflect language used by National organization. The
affiliate has numerous educational sessions planned for 2006. Member Leslie
Washuta had an article published in “The Phoenix” the new magazine from the

Metro NY: Barbara Bedell reported
the following:

approximately 100 members of the affiliate. Many of the members are

Conference on April 21st and assist with a Stoma clinic. Affiliate meetings
were changed this year due to decreasing attendance- instead of monthly
meetings will be bimonthly. Dates of upcoming meetings: 4/15/06 at the
Philadelphia VNA, 6/8/06 at PA Hospital, 9/12/06 in New Jersey, 10/11 06 and
12/7/06 at Runnells Hospital.
Garden State: Mary Sugrue reported
for Diane Louis. The affiliate has 4 meetings per year usually attended by
15 to 20 members. Membership has been down this past year and this is a
concern. The goal this year is to catalog pictures of fistulas, vascular
wounds and pressure ulcers for members to share for presentations. The
affiliate raised over $850.00 for Fund Raising last year.
Capital District: Patty Shaw
reported the following:

The affiliate meets six to eight times each year and
there are usually 12 to 15 members in attendance. A variety of educational
programs are planned for this year. The goal is to sponsor a child for
youth rally- if no child needing sponsorship a monetary donation is
planned. A yearly competency day is planned and CEU’s are usually awarded.
Some topics planned for this year include: Anodyne, Professional Growth,
Nutrition and Problem Sharing Time. The affiliate is concerned about the
best way to send out the NER ballots this year.
Central NY:
Deb Patterson reported the following:

Sue Green, Secretary: Sally-Ann Whelan We met on
March 3, 2006 at Lifetime Care Offices in Rochester, NY with 8 members in
attendance. At this meeting, we voted to change our meeting schedule to meet
5 times per year - Sept, Nov, January, March, May. Dates were set up for
2006-2007 - see the NER WOCN .org Calendar for dates.
We have $5,039 in the
checking account. Money is raised through donations at the meetings. Money
is used to pay for speakers at the meetings and donations. This year we are
donating $1000 to the Youth Rally which is near and dear to the
Central/Western NY group.
National News:
The National Council of State Boards of Nursing has
redefined Advanced Practice Nurse to mean Nurse Practitioner or Nurse
Anesthetists. Clinical Nurse Specialists have been eliminated from the
definition. This is controversial and nursing organizations are asking
membership to send letters either pro or con to the NCSBN. Maureen Dailey
will be sending all the board members information about this controversy.
National Conference is June 24th to 28th in Minneapolis
MN.
Old Business: Mary Sugrue and Linda Rahuba
shared prices for banner. Motion made by Mary and seconded by Linda to
purchase a banner costing approximately $125.00; motion accepted.
New Business:
Motion made to increase the miscellaneous line to
$750.00 and decrease the Marketing line to $600.00. Motion made by Mary
Sugrue to accept the 2006 budget with these changes, seconded by Tracey
Siegel. Budget passed unanimously
Linda Lochbaum mentioned that she was reviewing the
data from the Novation Prevalance and Incidence Study and the study didn’t
reflect which hospitals had WOC nurses in charge of wound and skin
protocols. Board members discussed these problems. Maureen Dailey noted that
Linda's point was important and stated she would be contacting National
Database of Nursing Quality Indicators (NDNQI) to see if similar data about
WOC nurse staffing is available from NDNQI. Capturing improved pressure
ulcer prevention outcomes related to WOC nurse staffing (in the role) is key
follow-up data to the Bolton-led study. That article won the JWOCN
manuscript award last year (spread of evidence-base practice improves
outcomes as a proxy for WOC nurse value). Culling WOC data from all 3
sources (KCI, Hill-Rom and NDNQI) would yield the most comprehensive data.
March 24th 2007 was selected for the next Spring Board Meeting.
